How to look bigger in a bathing suit?

i am a 34a very small. :( and i hate when i wear my bathing suit cuz i look really flat chested. i already have a 2 padded bathing suits. one is thin and is a bandeau and doesnt work that well. another is a halter bikini and it has tink pads but since its a bikini all it does is make me look fake cuz i have no . is there anyway i can get the push up effect without getting a push up bathing suit top? thnx
