Can you suggest a FREE program to make a graph with graphics, perhaps like a USA Today graph.?

I am making a newsletter for my company. I want to make it winter themed. I have sites that I want to show how many people they have enrolled. None of the sites have more then 4 people...I wanted to use Excel to make a graph but instead of bars wanted perhaps snow flakes...one snow flake per subject enrolled or one snowman per subject enrolled. Can some one please suggest a program, that is free or shareware that I can use one time...to do this.
