Was I to harsh or not harsh enough on this students?

Today one of my normally well behaved, straight A, and honor students was talking out in cl. First I ask her to please be quiet and she continued talk. Then I ask her to please step outside and so she did. She was outside until the end of cl and then I called her back into the clroom up to my desk. I asked her why she was misbehaving and she said it was because the other students were making fun of her. Because of her perfect record I let her off with a strong and firm warning.
