Why was NATO considered a cold war event?

NATO was formed to counter the westward expansion of the Soviet Union. In return the the Soviets and their satelite states formed the Warsaw Pact. It was the event that formally drew the battle lines in Europe for the Cold War. It also is what drew American troops back to Europe in large numbers.
